Ciutat Vella

Ciutat Vella ('Old Town') is the historic and atmospheric core of Barcelona, a tightly woven labyrinth of four barrios: the Barri Gotic with its Roman walls and Cathedral, the elegant medieval El Born (La Ribera) around Santa Maria del Mar and the Picasso Museum, the gritty-but-creative El Raval, and the maritime Barceloneta with its boardwalk and city beach. La Rambla cuts through the district as Barcelona's most famous promenade, and La Boqueria market anchors daily life. This is the most footfall-heavy, most tourist-saturated part of the city - narrow car-free lanes, tapas bars, vermouth terraces and a 24-hour rhythm - which makes it electric to live in but also the front line of Barcelona's anti-overtourism backlash. The investment thesis is heritage scarcity colliding head-on with the toughest short-term-rental regime in Europe. Restored historic flats here are genuinely irreplaceable, and prices have held firm (around EUR 5,140/sqm in early 2026, up ~2.6% year-on-year). But the tourist-flat playbook is closed: Ciutat Vella sat in PEUAT 'Zone 1' with no new licences for years, Spain's Golden Visa real-estate route was abolished on 3 April 2025, and the city will not renew ANY of its ~10,000 tourist-flat (HUT) licences when they expire in 2028. The clear-eyed strategy is long-let-only: buy the scarcity, underwrite on residential rent, ignore any short-term-rental pro-forma.
